Ruling for Recall of Postal Articles


Conditions:

  • The article has not been delivered to the addressee.
  • It has not been confiscated or destroyed by competent authorities.
  • It has not been seized by virtue of any law in the country of destination.

Fee:

  1. Rs. 6/- for inland (domestic) articles, payable in postage stamps.
  2. Rs. 30/- for foreign (international) articles, payable in postage stamps.

Procedure:

1. The sender must submit:
  • A manuscript application stating the reason for recall.
  • A Xerox copy of photo identity (if necessary).
  • The original receipt of the article.
  • One witness (if the case is complicated).
2. The fee of Rs. 6/- (for inland articles) or Rs.30/- (for foreign articles) must be paid in the form of postage stamps, which will be defaced by the counter Postal Assistant at the time of presentation.

3. Only the Head Postmaster or Sub Postmaster are competent to issue the recall of an article, as per IPO Act 1898.

Note: The Central Government may provide rules for the redelivery of postal articles to the sender, without the consent of the addressee, subject to certain conditions.

IPO act 1898 reiterated below

Re-delivery to sender of postal article in course of transmission by post-

(1) The [Central Government] may, by rule, provide for the redelivery to the sender, without reference to the consent of the addressee and subject to such conditions (if any), as may be deemed fit, of any postal article in course of transmission by post.

(2) Save as provided by any rules that may be made under subsection (1), the sender shall not be entitled to recall a postal article in course of transmission by post.
