Subject: Urgent Re-assessment of GDS Promotion Policies and Recent Procedures-Regarding

Respected Madem
Referring Die Letter No. No. 03-03/2015-5PM (Pt. 1) deted 12.05.2004, we invite your medate atestan to several crtical issues concerning the promotion opportunities and examination processes for Gramin Dak Sevak (GDS)

1. Cently, over 2.7 h 005 exposes are serving in the Department with severely limited opportunities for career advancement. 2. 4. The current examination and syllabus for promotion to PA are overly complex and must be simplified. We demand that at least 20-25% of PA/SA promotions include reservations for 'B' Category employees to ensure a fair and equitable process.

5. We also call for a Special Drive Examination for GDS, conducted either circle-wise or on an all-India basis, to promptly address existing vacancies. This approach will streamline recruitment and efficiently fill the vacant positions.

7. Furthermore, we strongly oppose the selection of GDS through SSC exams, given the wealth of experienced personnel already available within the GDS workforce. All promotions and recruitment for Postman/MTS and some reservations for PA/SAs must prioritize the existing GDS workforce, eliminating the need for external staff selection.

8. We expect immediate and decisive action on these matters. Addressing these issues is crucial for maintaining the morale and productivity of the workforce within the Department of Post.

Non-Drawl of Sunday and Holiday Payment for GDS Substitutes Across Various Circles


Respected Madam,

Your immediate attention is needed towards the pressing issue regarding the non- drawl of Sunday and holiday payments for Gramin Dak Sevaks (GDS) substitutes across various postal circles in India. This issue has been reported in multiple regions, including Bihar, Odisha, and metropolitan cities like Bangalore, where substitutes working in place of regular GDS are not receiving their due payments for Sundays and holidays.
Despite the clear instructions from the Directorate regarding minimum pay for substitutes, there have been numerous instances where these payments are either delayed or not made at all. Recently, there has been an unwarranted recovery of payments, adding to the distress of the employees. These issues were not prevalent earlier but have become widespread across the country, causing significant problems for the substitutes.
Local administrative bodies seem to lack empathy towards the employees, focusing solely on meeting targets without considering the welfare of the workforce. It is a matter of natural justice that substitutes working continuously for six days are entitled to payment for Sundays and holidays. This confusion and the resultant financial strain on the employees need to be addressed urgently.
You are, therefore, requested to kindly issue a clear directive ensuring that all substitutes are duly paid for their work on Sundays and holidays, as per the regulations and delayed payments are remitted timely.
