Subject:-Filling up of vacancies of MTS/Postman/Mail Guard for 2024 vacancy year. 

Madam/Sir,

Reference is invited to Directorate's letter of even number dated 12.06.2024 on the subject cited above, wherein approval of the Competent Authority was conveyed for relaxation of one year in service eligibility conditions for appearing in examinations conducted by Department of Posts for recruitment to the posts of Postman/ Mail Guard / MTS for the 2024 vacancy year. Accordingly, following was clarified:

i.MTS with 2 years of service as on crucial date (01.01.2024) shall be eligible for appearing in the Limited Departmental Competitive Examination for promotion to the posts of Postman/Mail Guard.

ii.GDS with 4 years of service as on crucial date (01.01.2024) shall be eligible for appearing in the competitive examination limited to GDS for recruitment to the posts of Postman/Mail Guard.

iii.GDS with 2 years of service as on crucial date (01.01.2024) shall be eligible for appearing in the competitive examination limited to GDS for recruitment to the posts of MTS.

Now, references have been received from Circles to clarify whether relaxation of one year will be applicable also in cases of MTS with combined service of GDS.

3. As per Postman and Mail Guard (Group C post) Recruitment (Amendment) Rules 2023, issued on 30.08.2023, following are eligible for appearing in examination:

(i) Multi Tasking Staff in level-1 of the pay matrix with three years regular service in the grade as on the 1st day of January of the year to which the vacancy belong to or as per the guidelines issued by the Central Government from time to time; and

(ii) Multi Tasking Staff in level-1 of the pay matrix with total regular service of five years including service rendered regularly as Gramin Dak Sevaks as on the 1s day of January of the year to which the vacancy belong to or as per the guidelines issued by the Central Government from time to time.

4.As brought out above, relaxation of one year in service eligibility condition has been given to both GDS and MTS. Accordingly, GDS with 4 years of service is eligible for Postman/Mail Guard. Accordingly, it is clarified that MTS with total regular service of four (4) years, including service rendered regularly as Gramin Dak Sevaks, as on 01.01.2024, are also eligible for 2024 vacancy year.

5. To remove any kind of ambiguity, Circles are advised to issue addendum to the notification seeking applications for the examination scheduled on 25.08.2024, clarifying the combined service eligibility as mentioned in para-4 above. Further, last date to receive application for the examination may be extended by one more week.

6.This may be brought to the notice of all concerned.
