Subject: Cleaning of Stamps and Seals
On the captioned subject, I am directed to invite your kind attention towards Rute 103 A of Postal Manual, Volume V on the captioned subject.
2. It has come to notice of this Directorate through a Minutes of Parliament the Consultative Committee that Cancellation on the letters is not clearly visible post resulting in illegible posts marks such as post office name, time of origin and delivery.
3 In this context, it is stated that provisions already exist in Rule 103 A of Postal Stamps Manual Volumé Meforregular cleaning of stamps and seals. The Rule 103 A of Postal Manual, Volume V speaks as under-
Putt Of All the stamps/and seals in use in every Post Office, in each set of Mail Office and Transit Section and in every record office must be cleaned first by boiling them. in water and then washing them with Kerosene oil and brush. This should be done at least once a month, but where the frequency of use of the stamps and seals is greater, it should be resorted to at more frequent intervals say once a fortnight or a week. The fact of cleaning the seals and stamps should every time be recorded in the Postmaster's order book in Head Offices, in the Error Book in sub -offices, in the rough note book of the Head Sorting Assistant, the Mail Agent or the Record Assistant which will be examined by the Inspecting Officers at the time of inspection."
4. All Heads of Circle are requested to ensure that Stamps and Seals of all the Post offices in the Circle are cleaned regularly as is mentioned in Rule 103 A of Post Manual, Volume V so that post marks put on the letters are distinct and legible.
