With due respect, the following is submitted on behalf of AISBCEU TN circle for your kind consideration and favorable orders.
The savings bank operations have been provided by our department and has earned the trust of the citizens. Even during the Corona pandemic, the essential service has been provided by us reaching each and every corner of the country. India post is the second largest employer in central government and majority of them are working in the operative offices. Central Government offices observe five-day week as mentioned in Para 9.2.1 of the 7th CPC report. But post offices are functioning eight hours daily for six days in a week. Many Operative services such as claims or leave to employees require administrative sanction. But as the administrative offices are closed on Saturdays functioning of post office in line with the citizen charter could not be made effective.
Almost all the government offices (both central and state) are closed on Saturdays. Further Banks are provided with leave of both the Central and State governments under the Negotiable Instruments Act, 1881. The Indian Banks Association (IBA) has submitted a proposal to Finance ministry about the adoption of 5-day work week. Banks are now closed on the second and fourth Saturdays of each month. Postal transactions pertaining to savings bank like cheque collection could not be done due to this. Even if any technical issue arises, it is difficult to obtain technical support as the private service providers have five-day work week.
As Core banking has been successfully implemented and online services are being utilized by the customers, the visit to the counters has much reduced. Keeping in view of the modernized services provided by us and to enable the employees to maintain a heathy work-life balance, it is requested that 5 days work week or leave on second and fourth Saturdays for all the postal employees including postal operative staff may kindly be considered.
