Minutes of the meeting held on 29.08.2022 at 1600hours in GP Roy Committee Room regarding issues related to MMS Cadre Review.

‘A meeting was held on 29.08.2022 at 1600 hours in G P Roy Committee room, Dak Bhawan to discuss the issues related to Cadre Review of MMS. The meeting was chaired by Shri Jagdeep Gupta, DDG(Personnel), L/O - DDG(Establishment). The following attended the meeting:

2.Drivers (Special Grade)

2.1. Union representatives requested to frame Recruitment Rules for Drivers (Special Grade) and filing up of vacant posts of Drivers. It was informed by Director (SPN) that the case was already processed and total sanctioned strength of Drivers is mismatched. The matter has been transferred to Establishment Division to reconcile the sanctioned strength of Drivers. As per DoP&T’s OM No. 43019/54/96-Estt(D) dated 15% February, 2001, the posts of Drivers are apportioned among the four grades in terms of the ratio 30:30:35:5 In Ordinary Grade, Gr-II, Gr-I and Special Grade respectively.

2.2 Hence, the sanctioned strength of drivers (all grades) by redistribution of posts among the four grades (in terms of the ratio 30:30:35:5) is being reconciled as per DoP&T’s OM dated 15.02.2001. DDG(P), L/O-DDG(Estt) assured that the sanctioned strength of Drivers will be finalized within a fortnight. After finalization of sanctioned strength, file will be processed for Recruitment Rules of Drivers (Special Grade) by the Personnel Division.

3. Artisans

3.1 Union representatives mentioned that recruitment in Skilled Artisans is through 100% by promotion from feeder cadre of MTS/GDS only. They had a demand 50:50 ratio (recto recruitment / promotion) for the posts of Skilled Artisans. They mentioned that MTS are eligible to be promoted as Skilled artisans but they are not technically qualifies, as MNS cadre required technically qualified persons. Director (SPN) clarified that in proposed draft RRs, the recruitment process will be:

i) 75% by promotion from MTS of the recruiting Postal Circle on the basis of LOCE fang which the unfilled vacancies shall be filled as per (ii) below: 

ii) 25% by Direct Recruitment on the basis of Competitive Exam limited to GDS who have worked for 5 years in that capac

3.2 Regarding technical qualification for the post of Skilled Artisans, Director (SPN) informed that a certificate in respective grade from ITI and work experience has been included in proposed RRs.


3.3. Granting of Master Craftsman promotion: Union demanded for Master Craftsman promotion as implemented ia Department of Railways and in Defence, Tt was informed by DDG(P), L/O-DDG(Estt) that 45% posts are vacant in Artisans Cadre at present. Moreover, there are financial implications in granting Master Craftsman promotion. At frst, a drive should be made to fill up the posts‘of Artisans Cadre. Director (SPN) informed that instructions have already been ‘ven to the Circles regarding filing up of vacant posts. DDG(P), L/O- DDGCEstt) Instructed that a letter will be sent to all Circles regarding filing up of vacant posts. The feasibility of granting Master Craftsman promotion will be checked as per MoF guidelines while cadre restructuring of MMS

4. All suggestions of Unions will be considered during cadre review/ restructuring of MMS subject to the Ministry of Finance/ DoP&T guidelines.
