With due respect, it is to humbly submit the following few lines for your kind consideration and issue of favourable orders.
This is regarding discontinuation of AAR Books for SAS Agents. In this connection, a kind reference is invited to the GOI, MOC, DOP (F.S.Division) lr.no. at sl.1, wherein it was elaborately discussed about discontinuation of the usage of AAR Books by SAS Agents for claiming commission, as the commission is being paid at source and credited into savings bank accounts of the agents instantaneously at the time of opening of accounts vide MOF/DEA O.M No. dated 2/4/2014-NS-II Dated 01/07/2015, further it is proposed to restrict the transactions only through account payee cheques and the AAR Books can be discontinued as no cash handing is involved and there is no risk for the depositor as the investment will be made through account payee cheques. It is also discussed that by adopting this process the following benefits can be achieved.
But, in the O.M. No. referred at Sl.2, while discontinuing ACG-17 preferred by SAS/MPKBY Agents for claiming commission, usage of AAR Books have been reiterated but the procedure is a wasteful process as detailed below since the details of the transaction are furnished on the Pay-in-slip and the counterfoil of the pay-in-slip is being issued to the depositor as proof and moreover the commission to the agent is being paid at source and credited into savings accounts of the agents as stated above. Therefore, if usage of AAR Books is discontinued the following benefits can be achieved.
1.Cost of paper and printing of AAR Books can be saved,
2. Safety to the depositors money (as investment will be only through account payee cheque)
3.Stops multiple opening of accounts (i.e., multiples of Rs.20000/-)
4. If discontinued, easy for operation as procurement, indenting, supplying and issuance of AAR Books to agents which is cumbersome and can be avoided.
5. Inconvenience to the agents for obtaining AAR Books from the concerned HOs as the agents generally do the transactions at the nearest SOs which are very far from HOs (some 40 kms away) Moreover, under the present prevailing situation, where the coronavirus is rampant and spreading rapidly and also some of the postal employees are infected, moving around that far to collect AAR Books from the HOs is highly risky and also acts as a catalyst for spreading of covid-19 and supplies are always erratic as they are supplied subject to availability of stocks to agents which generally causes inconvenience and misusage can be avoided, if discontinued.
Therefore, it is requested to kindly consider the above factors and arrange to issue necessary orders for discontinuation of AAR Books.
