Many queries have been received through email regarding mandatory of Passbook in CBS Environment for withdrawing amount from POSB Account. Hence, this is clarified once again as per exiting POSB rules. At present and as per latest rules & amendments communicated till date, the Passbook is not mandatory for withdrawing amount from Post Office Savings Accounts except below cases.
1. Illiterate
2. Branch Post Office Account Holder.
In this regard, PoTools has already shared the clarification on 07th August 2020 as per the rule existing in POSB CBS Manual and latest amendment.
OK. lets see what is mentioning in the GSR 2019. dated 18.12.2019
Till now, the above line was not incorporated in the latest amendments (SB Order 12/2020) i.e correction slips and addendum. Further, the Form-2 is not being used for withdrawal as per latest amendments communicated vide SB Order 17/2020 from 15.04.2020.
As per latest SB Order 17/2020, the common form to be used for CBS and Non CBS Post Office for Deposit, Withdrawal, AOF, etc.,.

This is the common modified SB-7 Withdrawal form to be used for taking withdrawal from SB Account, Interest of MIS/TD/SCS Account and RD Half Withdrawal.

OK. Lets come to the topic. Please see the withdrawal form carefully once again, if you have not noticed. You can understand whether the Passbook is mandatory or not.
So, At Present As per POSB CBS Manual and SB Order 12/2020 and SB Order 17/2020 - SB7 Withdrawal form, the Passbook is not mandatory except illiterate and BO account holder.
