Subject: Draft Combined All India Seniority list of Inspector Posts for the year 2009- regarding
Sir/Madam.
I am directed to refer to the above mentioned subject and to say that the preparation of All India Combined Seniority List of Inspector Posts cadre for the year 2009 was under consideration in the Directorate. As per information received from Departmental Examination Section, records available in SPN-II Section and advice of the Department of Personnel & Training while preparing seniority list for the years 2001 & 2002, draft All India combined seniority list of Inspector Posts for the year 2009 has been attempted/prepared in the following manner:

(d The names of the promotee officials in order of marks obtained by them in LDCE-2009 (including surplus candidates).
(b) Review of failed SC/ST candidates qualified under Review result, if any.
(c) Personnel serving in Army Posta] Service have been placed enbloc below the officials at (a) & (b) above on the basis of information furnished by the Circle concerned, if any.

2. The officials who secured same marks in the Limited Departmental Competitive Examination have been clubbed together and their inter-se-seniority shall be decided in the following manner:
i. In case of the officials belonging to same feeder cadre, the date of their joining in the feeder cadre will be the criteria i.e., who had joined the feeder cadre earlier will be senior. If their date of joining in the feeder cadre is also same, the date of birth will be the criteria i.e., the person age wise senior will figure ahead of junior in the seniority list 
ii. In case of the officials belonging to different feeder cadres, official in the higher grade will be deemed to be senior to those in lower grade
iii.In case of officials belonging to different feeder cadres with identical scales of pay, the date of their joining in the feeder cadre will be the criteria i.e., who had joined the feeder cadre earlier will be senior. If their date of joining in the feeder cadre is also same, the date of birth will be the criteria i.e., the person age-wise senior will figure ahead of junior in the seniority list

3. Al1 the Circles are requested to circulate this draft seniority list among all the candidates and also intimate the requisite information those are left blank in the draft seniority list to the Directorate at the earliest. It is also requested to intimate discrepancy, if any, found in the draft seniority list i.e., Name/Category/ Rank etc.

4. In the draft seniority list many officials are selected as surplus candidates and their name have been included in the draft seniority list. Circles are also requested to furnish the details of surplus qualified candidates who joined their Circles. If the official did not join in the allocated Circle, it should be clearly mentioned in the remarks column against the name of the officiai.

5. A11 the concerned officials are also requested to go through the list and submit their grievances/comments, if any to their Circle concerned within 45 days of the issue of this letter. Representations in this connection should be examined and disposed of at the Circle level. If any specific clarification is required or any obvious error to be rectified, Circles shall be forward those to the Directorate for necessary action.

6. If no reply is received within the stipulated period, it will be presumed that the concerned officials and Stakeholders i.e., Circles have no comments on the proposed Combined All India Seniority List of IPs for the year 2009 and further necessary action to finalize the list will be taken in the matter.
