Subject : - Disposal of unused discontinued KVP/NSC certificates at CSDs - regarding.
Sir / Madam,
With reference to Ministry of Finance O.M. no. 0110412016-NS dated 27.05.2020 and in the light of Rule 6 of POSB Manual Volume II (copy enclosed) the competent authority has decided disposal destruction of unused/unsold discontinued KVP/NSC certificates at CSD.
2. Following process is prescribed for disposal/destruction of unused discontinued KVPAISC certificates at respective CSDs:
i) Superintendent, CSD shall ensure that all unused certificates (KVP/NSC) including stock of duplicate certificates have been received from respective HO/SO at CSD.
ii) Superintendent, CSD shall compile the list of unused/unsold discontinued certificates (KVPNSC) denomination wise in triplicate. One copy will be kept in respective CSD, One copy will be sent to respective DAP and one copy is to be sent to Directorate for onward submission to MoF/DEA.
iii) Respective Circle Office will form a committee comprising of 3 members for disposal/destruction of unused discontinued certificates at respective CSD.
a. DPS (HQ).
b. ACAO/SrAO of o/o GM Finance/DAP.
c. Superintendent, CSD.
iv) The committee will examine and verifu the stock to be disposed of with consolidated list prepared by CSD and will ensure that none of the discontinued certificates (KVPA/NSC) is lying at any HO/SO under jurisdiction of the CSD, before starting the destruction process.
v) Discontinued certificates (KVPAfSC) shall have to be shredded by shredding machine in the presence of committee members.
vi) After shredding of all unused discontinued certificate available at CSD, the shredded stock of certificate may be sold as waste paper to the paper mills in the presence of committee members.
vii) The amount realized by sale will be credited into Government account under the head 'Unclassified receipt".
viii) Circle will take adequate precaution to ensure all unused/unsold stock of certificates are shredded.
ix) A report on destruction of the certificates may be prepared and signed by the committee members. Copy of the same may be submitted to Directorate, Circle, respective GM Finance/ DAP.
Note :- Discontinued certificates (KVPA{SC) lying pending at ISP, Nasik will be disposed of by Maharashtra Circle through the committee in the presence of a member of ISP Nasik.
3. The above process is to be completed by 31.08.2020 by all Circle and report compliance.
