Sub: Withholding/nonpayment of salaries to many G.D.S employees for the month of May 2020- request for early action for payment. Respected Sir, We have been shocked and certainly you will be pained to learn that the salaries of many GDS employees for the month of May 2020, in M.P., Odissa, U.P. and Gujarat Circles have either been withheld or drastically curtailed. The argument given by the administration is that they could not attend their offices on some days. We need hardly emphasis that the whole of May 2020 was a period of lock down when movements were strictly restricted. The Government itself had issued instructions observe the lock down and social distancing. 

In such circumstances if some GDS could not attend they office, though the provided postal services, as required, from their homes. There is nothing very serious crime to be punished with withholding or de deducting pay. The Govt. had issued institutions that no pay cut should be resorted to and also for protracted attendance to avoid social contacts with one another. Here in Delhi itself many post offices remained closed for several days together and have resumed working from 151 June only. But it is painful and shocking that the authorities have resorted to pay cut and withholding of pay in the Government department like the postal department. It is reported that In Indore division, Shandole in M.P. Rayagada, division in Odissa and Bhavnagar in Gujarat which is the worst corona affected, about half month's salary of over sixty GDS has been cut. Similarly there are many such cases in Ujjain Division. It is reported that the authorities are resorting to pressure tactics to make people give in writing that they did not attend office you will kindly agree that there cannot be a more atrocious act. 

We, therefore, request you kindly lock in the matter urgently and issue proper orders that the withheld/ curtailed salary is paid immediately.
