Cadre Restructuring Truth all should know

Dear Friends,

Please carefully go through original Cadre restructuring agreement dated 28 April 2014(Copy attached) and decide your self the real truth and history and decide your self

1) Only NFPE & FNPO unions are party for agreement. BPEF is no where in picture.

2)In the agreement it's clearly stated all C & B classes will be LSG after cadre restructuring.

3)That means when agreement was signed, these two unions are clearly aware that C and B class with operative duties will be treated as LSG.

4) It was common simple knowledge that as per our Departmental volumes and rules the status of LSG was purely Supervisory nature with three or more PAs under them.

5) At the time of agreement we all knew that in C & B classes SPM post is not exclusive supervisor but operative also.

6) Under the above circumstances did the unions who signed the agreement are not aware of the above facts? 

7)When agreement was signed the number of employees with MACP 1,2 & 3 was more then double the number of posts created.

8)That means it's common knowledge that their will be no financial benifit to any officials as large number of official with GP of Rs 2800/- and above are available for created posts. 

9) It's common knowledge that a promotion means either their should be financial benefit or changes in duties performed. But both the benefits are missing in this scheme. 

10) That means Cadre restructuring LSG is a trap to transfer and post seniors to C and B clases particular after dedicated service of more then 20-30 years. 

11) Once a separate Cadre Restructuring LSG was formed, official will be transferd within those posts only. They can not come back to other regular PA posts .

12) If they decline this bogus promotion they are not eligible for further MACP which sofar every body was easily getting. 

13) Now let's think seriously how a responsible unions will sign for such naked anti employee agreement without consulting officials at lower level? 

How a members of their own unions for more then 20-30 years are kept in dark and now finding scapegoat for their foolish act.

14) Only when scheme was introduced in Orissa Circle and BPEF first took up the issue in March 2017, these two union also wrote letter to Department.

15)Now when their is unrest at ground level due to this most inhuman, Un scientific cadre review agreement some Union leaders who doesn't knew history and background of cadre agreement signed blindly by their leaders at Delhi are blaming BPEF for the mess created.

16) I appeal and request all members of all the unions to kindly go through original agreement and decide yourself as to who is responsible this hardship and misery and inconvenient???
