Earlier, it was expected that the overall impact of the commission would be Rs 1.02 lakh crore in FY17; however, reports now suggest a much lower impact because of the delay in paying allowances, which would distribute the impact between the current and upcoming FY.
Mathur said the pay package at the lowest and highest levels can't be comparable and admitted to the widening gap between government and private salaries at the top.

In an attempt to corner the Centre over the Seventh Pay Commission, the Janata Dal (United) on Thursday said that the people are unhappy with the increase in salaries and pension recommended by the commission because the government has failed to rein in inflation.
The Commission has reportedly recommended a minimum pay of Rs 18,000 per month, with the upper ceiling at Rs 225,000 a month.
Industry bodies Ficci, Assocham and CII welcomed the government decision that will boost the consumer demand and uplift the economic growth of the country.
Undoubtedly, hike in the salaries of the government staff is a welcome move; nevertheless, there is no such commission for the bulk of labour force that is engaged in the unorganized sector, which is in a miserable plight. "The benefits to state employees will be equivalent to the central government employees".
Talking to reporters here, AICC senior spokesperson Ajay Maken said, "This seventh Pay Commission has been the most disappointing and has seen the lowest hike in salaries in independent India".
